How should i improve my pokemon team for the Elite Four in Soul Silver?

I can beat the elite four but keep on getting stuck on lance. Should I level up my pokemon or go looking for new ones. I have

Meganium, lvl 54: Petal Dance, Synthesis, Razor Leaf, Magical Leaf
Lugia, lvl 52: Extra Senseory, Fly, Hydro Pump, Punishment
Suicune lvl 47: Sheer Cold, Air Slash, Mirror Coat, Surf
Rapidash lvl 40: Stomp, Fire Spin, Take Down, Fire Blast
Golem lvl 33: Earthquake, Strength, Magnitude, Self Destruct
Gyarados lvl 34: Whirlpool, Waterfall, Ice Fang, Dragon Pulse

my backup pokemon are in training but they are
Umbreon lvl 25: Tackle, Helping Hand, Sand Attack, Quick Attack
Jolteon lvl 32: Sand Attack, Growl, Quick Attack, Double Kick
Espeon lvl 17: Confusion, Tackle, Helping Hand, Sand Attack
Victreebel lvl 34: Flash, Solar Beam, Cut, Stun Spore

And if you say level them up could you say where and if catch new ones say what ones you recommend. Thanks

its always best to have high level pokemon when fighting the champion. The easiest way to defeat him lies in simple tweaks to your original team.
Lances pokemon:
1) Gyarados level 46. The fool proof way to defeat his gyarados is by using an electric type pokemon, or by teaching a strong member of your team thunder. But in this case, use and level up your jolteon to level 50, teach it Thunder, thunderbolt, thundershock, and quick attack. Paralyze it, then use thunder or thunderbolt, if needed use a quick attack to fininsh it off.
2) dragonite x3 two level 49, one lvl 50. This one is a real b*tch, because dragonite has a pretty decent moveset which could KO opponets easily. Lets start with the first dragonite which has thunderwave, hyper beam, dragon rush and thunder. The easy thing to do is just re-use your jolteon, doing the same combination as before. Remember that only dragon, ice, and thunder (beacuse of dragonites flying typeing) will be super effective against all three dragonites.
3) Charizard. lvl 48. this one should be easy enough to kill off with your Lugia's hydro pump or Suicune's surf.
4)Aerodactyl lvl 48. this one should also be easy because of Aerodactyls many common weaknesses. just go for Lugia's Hydrpump or Suicune's surf again. Or you could go back to the jolteon set.
Other then remembering to have all team pokemon at at least lvl 50, and remembering to stock up on full restores and revives, i think you'll be fine:)
