How small could you make a decent working powder room? (on an existing house) big enough...?
...for a toilet, sink, mirror ...
and still be able to turn around in, does it have to be wheelchair accessable if it's a new use of space in an old house? there is a 5x5 (approx) space in my garrage where we have the water heater, but if I traded it out for an instant heating unit that doesnt really take any space, it wouldnt impact the ability to park in the garrage
also any other tips about adding a bathroom would be great
A 5'x5' space should be more than adequate.
You'll need 15" from the center of the toilet to the sink to meet most code. That's a minimum for spacing the plumbing. Of course, you'll need space between the toilet and the wall also. Look at another 15". You can get pedestal sinks in all ranges of sizes. Look for something in the range of 21". So, for example, if you walk through the door and have a pedestal sink on the left with a toilet right next to it, you should allow about 4 1/2 feet.
You will, as you say, need room to turn around and navigate. It's a good idea to allow 4 feet to 4 1/2 feet for that. With a 5'x5' space, you should have more than adequate spacing. This will also allow a little extra space for drywall and molding if those are things that are still needed. I'm assuming the space is currently unfinished, so you'll want to allow for those things.
There is no need to have a window in a bathroom. Ceiling venting is fine. As far as wheelchair accessibility, that may depend upon where you live. Where we are, code doesn't demand it. Doors are generally 32" wide.

Improve Your Home When Using Creativity
It is important that you have a creative impulse when you are thinking about making home improvements. Even if you do not think of yourself as a creative person, you can consult design resources and look at other homes to develop your creative side.

Mirrored tiles may be about $100, but even if you wanted to put mirrors on every wall of the bathroom, you would still probably spend only a little more if you comparison-shop for your materials at different stores. You'll need to get certain tools and materials in addition to the tiles if you want to use them on wall or floors. These materials are not expensive either. You will need primer, sealer, and plaster if your walls have holes or cracks in them. Kits containing all these materials are available for about $20. Tools might cost a little more if you select the most expensive ones, but since you will then own these tools, it can be considered an investment. The tiles themselves will be the most expensive materials required to remodel a bathroom unless you decide to replace the fixtures as well.
The cost of a bath or kitchen remodel may seem high in the beginning, but you must consider that any improvements you make will add to the value of your home and also make you feel better about yourself. And your home will reflect more of your real tastes and personality.
