Beveled Edges

What graphics program has a beveled edge feature?

I know photoshop does but i cant afford that one. Is there a program that will allow me to create a beveled edge and drop shadow that is a round the $200 range instead of $600? And i am applying this to an image, not a vector shape. Im not that experienced of a user so i need a feature that you just click. Thanks.
